ОТСТАВНОЙ КОЗЫ БАРАБАНЩИК obs, iron or humor NP fixed WOan unimportant, insignificant person disregarded by everyone (because of low standing in society, at the workplace etc): small fry (potatoes, change). From a popular fair attraction of the past involving a goat and a drummer. According to some sources (V. I. Dal, M. I. Mikhelson et al.) a drummer kept time while a tame bear and a boy dressed as a goat paraded around. According to other sources (N. M. Shan-sky et al.) the drummer (usually a retired, «отставной», army drummer) beat out the sound backstage while a live goat stomped on an onstage drum (stomping its foot on any available object is a goat's natural way of indicating hunger).
